The PPWR: What does it mean for your packaging choices?

The new European Packaging and Packaging Waste Regulation (PPWR) has major implications for how companies choose and use their packaging. This new legislation aims to reduce packaging waste, encourage the use of sustainable packaging and promote a circular economy. Key objectives of the PPWR:

 

  • Waste reduction: The PPWR aims to significantly reduce per capita packaging waste by 2030, 2035 and 2040.
  • Reusability and recycling: All packaging must be recyclable by 2030, with increased reuse and use of recycled materials.
  • Ban on packaging forms: From 2030, certain plastic packaging, such as shrink wrap and light fruit and vegetable packaging, will be banned.
  • Packaging minimisation: Packaging should be more efficient, with restrictions on empty space and unnecessary material.
  • Labelling: New labelling requirements should clearly inform consumers about material and recyclability.
How can your company prepare for PPWR?
  1. Start with a thorough analysis:
    Map your current packaging portfolio. What materials do you use? Which packaging is recyclable, reusable or already contains recycled content? Use this as a baseline to identify potential risks and quick wins.
  2. Evaluate packaging designs and material choices:
    Review existing designs according to recycling requirements, material reduction and void minimisation. Choose mono-materials or easily separable components where possible.
  3. Explore alternatives and innovate:
    Consider bio-based plastics, recycled PET (rPET), glass, aluminium or other circular materials. Also consider refillable or reusable packaging concepts – whether or not combined with return flows or dispensing systems.
  4. Work closely with your suppliers:
    Involve your packaging suppliers in good time. Ask about conformity with upcoming legislation, technical data sheets, and certificates. Many manufacturers are already actively developing solutions in line with the PPWR.
  5. Consider labelling and communication:
    Provide space on your packaging for the new labelling requirements, and inform your marketing and design teams about this. Transparency about recyclability will also strengthen your brand story.
  6. Train your team and involve all departments:
    PPWR impacts purchasing, R&D, marketing as well as logistics. Make sure all stakeholders are aware of the implications and deadlines.
  7. Stay informed and anticipate changing regulations:
    The legislation is still evolving and will be rolled out in stages. Subscribe to updates from official sources and consider partnering with an expert or sector federation to make timely adjustments.
